Educational qualification:
- Must be an officer of the Indian Administrative Service or Central Services Group ‘A’, eligible for appointment to the post of Deputy Secretary to the Government of India.
- Degree from a recognised University or equivalent qualification.
- Must have good knowledge of Hindi and one other Indian language (Odia for Cuttack, Bengali for Kolkata).
- Have a deep understanding of Indian history and culture.
- Must have 10 years of administrative or managerial experience in a responsible capacity.
